This is a scene from Emir Kusturica's 1995 movie Underground, a Yugoslavian movie about a community who hides in a bunker making weapons during WWII for 20 years as their above ground liason convinces them the war is still going on. Throughout the movie the two main characters are constantly followed by this raucous brass band. The soundtrack is excellent.
